Charlotte-Mecklenburg Utilities is proposing significant shifts in how it charges customers for water and sewer, with heavy users paying less and most customers paying more.
Under the new rate structure, a customer who does extensive lawn irrigation could save $40 a month on his water and sewer bill. But about 95 percent of the utility's residential customers would see their monthly bills increase between $1 and $5 a month.

A proposal is to include a $2.19 monthly water "availability charge" for all users for the first time. There also would be a new $3.73 sewer "availability charge." *One CCF is equal to 100 cubic feet.
