Procedure to Report Problems
The Office of Enforcement and Compliance Assurance is the U.S. EPA’s official hotline for reporting violations. The better the complaint (like good documentation from a credible witness, pictures, samples etc..) the more likely they are going to respond. You should not assume that agency officials are communicating with one another. If you report a problem to one government offical, do not assume that they will pass the information along to other appropriate officals. These agencies generally operate in silos and if a pollution issue is sent to another agency that is not brought to their immediate attention the appropriate agency may never learn of the problem.
